How Often Are NC Septic Systems Inspected? (Table XXXII)

North Carolina sets two inspection frequencies for every system type in Table XXXII of 15A NCAC 18E .1301(b): a Management Entity minimum maintenance inspection and a local health department (LHD) compliance inspection. For the systems residential operators service most, the Management Entity minimums are 2/year for Type IVa (LPP distribution) and Type IVb (more than one pump or siphon), and 2/year for Type Va advanced pretreatment and Type Vc RWTS at 1,500 gpd or less. The asterisk on those Type V rows means “Quarterly Management Entity inspections shall be required for the first year,” which may drop to twice a year once the system complies with all OP conditions. The LHD compliance inspection is every 3 years for Types IVa, IVb, and IVd, and 1/year for most Type V systems.

The Type IIIb row in the published table lists two alternatives on stacked lines: “Owner” with an LHD inspection every 5 years, or “Certified Operator” with a 5-year Management Entity inspection. Rule .1305(d) explains the second option: the LHD “may provide the owner with the option for a private Management Entity, who is not the owner, to perform the on-site compliance inspection for Type IIIb and IIIh systems.” Type IIb, IIIc through IIIg, and Type I systems are listed with “Owner” and “N/A.”

Which systems does Table XXXII cover?

Rule .1301(b) reads: “System management in accordance with Table XXXII shall be required for all systems installed or repaired after July 1, 1992. System management in accordance with Table XXXII shall also be required for all Type V and VI systems installed on or before July 1, 1992.” Under .1301(c), “Wastewater systems with multiple components shall be classified by their highest or most complex system classification type in accordance with Table XXXII to determine LHD and Management Entity responsibilities.” Systems not in the table are classified by the Department after consultation with the Water Pollution Control Systems Operators Certification Commission (.1301(d)).

Is the table the only source of the frequency?

No. Rule .1304(b) states: “The Management Entity shall inspect the wastewater system at the frequency specified in Table XXXII in Rule .1301(b) of this Section or in accordance with the RWTS or PIA Approval.” For advanced pretreatment, .1302(d)(2) adds that “minimum inspection, sampling, and reporting frequency shall be in accordance with this Section, the RWTS or PIA Approval, and conditions of the OP.” Check the OP and the product approval for each system, not only the table.

During one or more of the required inspections, the Management Entity must run the manufacturer’s Visual Inspection Protocol (VIP), which includes field tests of “pH, turbidity, and dissolved oxygen content” (.1302(d)(3)(A)). Sampling frequency is separate: under .1709(a)(2), Innovative Systems with a DDF of 1,500 gpd or less “shall be grab or composite sampled annually.”

Can an owner ask for fewer inspections?

Yes, by written request. Rule .1301(g) reads: “The owner may submit a written request to the LHD and Department to reduce the wastewater system effluent sampling frequency, effluent sampling constituents, or Management Entity inspection frequency. The written request shall include documentation showing that the wastewater system is compliant with its OP and Rule .1302(f) of this Section.”

What does the LHD inspect?

Rule .1305(c) states that an authorized agent “shall review the performance and inspection reports submitted in accordance with Rule .1304(c) of this Section and perform an on-site compliance inspection of the systems as required in Table XXXII.” More frequent LHD inspections may be performed if requested by the owner or Management Entity, or specified in the PIA Approval or OP. Common questions

How often must an operator inspect an NC low-pressure pipe (LPP) system?

Why are some NC systems inspected quarterly in the first year?
