04.1 — WHAT 18E ASKS OF A MANAGEMENT ENTITY

Five obligations, one board

Visit frequency by type

Table XXXII: LPP and most residential advanced pretreatment twice a year, quarterly in the first year; drip and larger flows monthly to weekly. Each system's clock comes from its type and flow.

Report to three parties in 30 days

Owner, local health department and manufacturer get the inspection report, VIP results and sampling within 30 days (.1304(c)). One visit, three copies, three receipts.

48-hour repair notice

When a visit finds a repair is needed, the LHD hears within 48 hours (.1304(d)). Like-for-like replacements are reported within 30 days. The tech taps one button; the office sees the clock.

Sampling math and non-renewals

TS-I/TS-II compliance is the mean of three consecutive sampling dates against Table XXV; DulyTrack runs the arithmetic. When a contract isn't renewed, the LHD and manufacturer notice goes out with a stored copy (.1304(f)).

No portals. A hundred templates.

North Carolina's rule is statewide, but every local health department takes the report its own way — a Word template emailed to Wake, a monitoring form to Chatham, reports and a current contract attached to a 60-month permit renewal in Carteret. DulyTrack keeps each county's template and address, fills it, sends it, and keeps the sent copy as your proof. We want to map these counties with founding partners first.

04.3 — LPP AND ADVANCED PRETREATMENT

Two kinds of system, one checklist engine.

Inland books are mostly low-pressure pipe. Coastal books are AdvanTex, Singulair, FAST and peat. Both are Type IV–V under 18E, and both need the operator's report.

Each system carries its type, flow and brand. Techs see the right checklist; the office sees one board with one colour code.
